A client-specific app for a client store is exactly what custom distribution is for — Shopify staff describe the flow step by step (see the quotes). Your client never opens the Dev Dashboard: the app lives in your organization; they click one install link and approve it in their own admin — the approval Shopify always requires. The API Terms' one-app-per-merchant rule (§2.3.20) is satisfied by construction: each client store gets its own app.
